Should everyone have access to the countryside, even when it’s privately owned?

Hmm.. I think some people should be able to have access to the countryside (such as photographers, dog-walkers, or those just out on a leisurely stroll).. however, some people shouldn't. Some just wish to go to the countryside to wreck it, or dump rubbish. I live nearby a river and as its built up either side, its been turned into a walkway from the residential area to the commercial. I went there to take some photos the other day, went down the 'fisherman' steps that lead right down to the water and someone had left a bike down there, chucked in the river. I think that the owners of the land should chose who ventures onto their land. Have some sort of 'tolling' system, and all walkers must stick to general rules (such as no litter, keep dogs on leads ect). It'd be hard to stop things like the above from happening, unless they had patrolling environmental officers.. but still.. at least it'll stop damage in forests and fields.

Luckily there are already places that are patrolled and monitored set up with rules and guidelines as to what one is allowed to do. They are the government parks and forests, from the city to the state and national level.
The question is, should people be allowed to hike through private countryside or should they be required to stay off the private land in the same way you'd have to stay out of someone's back yard?
