First off, in order to write a useful bit of legislation you need to have a good idea about what you want there to be a law for.
Most importantly you need to seriously consider if there's need for a law in the firsrt place. Is the law necessary, will it infringe upon people's rights without enough reward for the concession, does it benefit society as a whole? Lots of time laws and regulations exist to force people to act the way they already do, which is an abuse of power and a waste of time.
So how do you come up with a good idea? Well, find a new or creative idea that inspires you to write the proposal. I discourage proposing laws that have already been discussed and rejected. Unless you have sensed a significant shift in public opinion since then it is very likely that a re-drafted proposal will get a similar result.
You can find ideas for legislation in both the micro and macronational community. Perhaps there is a law in your macronational country that you think would do good to be enacted in Uantir, or perhaps you came from another micronation that had a law will beneficially apply here.
Another way to decide on what legislation to write is attempting to solve problems. To help formulate your idea try and write out what your problem is, how you plan to fix it, how can national (legal) support help you solve the problem, are there any standards like licenses or training that would be involved in solving the problem and how would you enforce your plan? Having this outline will help significantly when you sit down to write your proposal.
Lastly, make sure to think about whether your law fits in with Crown Law. Trying to conflict with core Uantiri principles is a sure way to have your proposal refused, waste time and get people annoyed with you.
