Royal Law seeks to define a central system of governance, while still allowing each region the freedom to exist as they wish. The attitude of the Crown and the population in general is fairly Libertarian and the Crown respects that need for independence. It also understands that certain rules are needed for people to live together. There is nothing against Aristocrats elaborating on the Royal Law or adding Provincial Laws in their lands, but no law can conflict with Royal Law. The Royal Law is explained in detail here. They cover the basics prohibiting murder, rape, theft, pedophilia etc. These laws are issued by the Monarchy and thus are absolute and irrefutable.
